[DCom] Quote Edit Ban - Prohibition to change the quoted text.

• Prohibition to change the quoted text.
• Cannot be modified using direct HTML editing in the browser console.
• Works even when JS is disabled
• In the editor in HTML mode, the block with a quote indicating the post is NOT EDITED. An "X" is added to the element for deletion.
